Pradhan Mantri Janjatiya Vikas Mission (PMJVM) in Meghalaya

The Ministry of Tribal Affairs (MOTA) , Government Of India (GOI) through TRIFED has been implementing the Scheme “Mechanism for Marketing of Minor Forest Produce (MFP) through Minimum Support Price (MSP) and Development of Value Chain for MFPs’. The ‘Development of Value Chain’ component has been recalibrated as “Van Dhan Yojana”. The scheme has been notified by the MoTA vide notification F.No. 19/17/2018- Livelihood dated 26.02.2019.

The Pradhan Mantri Janjatiya Vikas Mission (PMJVM) in Meghalaya, a central government scheme under the Ministry of Tribal Affairs (MoTA), is a strategic initiative aimed at uplifting the socio-economic conditions of tribal communities. The mission leverages Meghalaya's distinctive cultural heritage and biodiversity to create sustainable and inclusive growth opportunities for its indigenous populations.

Background:

The scheme has now been reformulated as the PMJVM of which it has been emerged as component scheme. Van Dhan Yojna is a composite program, meant for forest-based tribes, which aims to lead the MSP for MFP program to the next level through value addition of MFP and other forest items. The idea is to optimize the tribal income, locally, using non- timber forest produces. This is done through establishment of common-use-facilities for value addition, called Van Dhan Vikas Kendras (VDVKs). VDY has quite unique proposition which, instead of superimposing new skills for livelihood promotion, seeks to use traditional skills and upgrade the same through technology and market intelligence.

Project Components:

Van Dhan Vikas Kendra or 1 VDVK has 300 members as Producer / beneficiaries who are expected to become a self-sustaining enterprise.

The Cost per Van Dhan Vikas Kendra is estimated to be Rs.15 Lakhs. Van Dhan Yojana is primarily the training and development of the value chain component of the scheme for MSP for MFP.


The PMJVM project integrates several critical components to holistically address the diverse needs of tribal development:

  • Sustainable Forest Resource Management: The mission prioritizes the sustainable harvesting of Minor Forest Products (MFPs), ensuring environmental stewardship while providing a stable economic base for tribal collectors.
  • Value Addition and Market Expansion: Through the establishment of Van Dhan Vikas Kendras (VDVKs), the mission facilitates the transformation of raw MFPs into market-ready products, improving market access and enabling tribal communities to secure fair compensation for their products.
  • Capacity Building and Skill Enhancement: The project places a strong emphasis on enhancing the capacities of tribal members with tailored training programs, empowering them to effectively manage VDVKs, process MFPs, and engage with the market.
  • Infrastructure Development: PMJVM invests in critical infrastructure to support VDVK activities, including processing units and storage facilities, to streamline operations.
  • Cultural Preservation and Promotion: The mission supports the preservation and promotion of Meghalaya's tribal cultural heritage by aiding the marketing and branding of traditional arts and crafts.
  • Financial Inclusion and Empowerment: By facilitating access to financial services, the project aims to empower tribal communities, encouraging entrepreneurship and ensuring the longevity of their enterprises.
